Who feeds paris?

 He uses this phrase to explain how resources are distributed throughout the world. The products that people buy are from all over the world, and the people are able to have access to this products. He also means that the government isn't responsible for feeding the citizens, the citizens themselves are. They have no part in this trade because the government doesn't control our economy, we the citizens do.  There is a long economic process before the product becomes in our reach. Someone had to get that sugar and someone had to catch that fish before that product was on our plate.
